Here In Routing table entries are according to 3-level Hierarchy.

All routers within the regions will store the address of all other routers. So total 10 entries.

Table entries will also include entries for all regions excepting itself. So, 8 entries will be there for Regions.

Table entries will also include entries for all clusters excepting itself. So, 7 entries will be there for Regions.

If a 3-level hierarchy used, with 8 clusters, each contains 9 regions and 10 routers/region.
Total Entries in Routing Table of Each router = 10 + 8 + 7 = 25 entries

So, option 1 is correct answer
